Sihanoukville’s Tourism Plan: What Property Investors Should Watch
Preah Sihanouk has launched its 2026–2030 tourism plan. What the policy means for hotels, tourism businesses and property investment decisions.

Preah Sihanouk province launched implementation of its Tourism Development Plan 2026–2030 on 14 September, setting a direction for improving tourism services and attracting domestic and international visitors. The roadmap covers business and leisure tourism, with attention to product development, service quality, cleanliness and safety. Authorities highlighted coastal and island attractions alongside the expressway, airport and deep-sea port as supporting assets. For a hotel owner, the useful question is how this direction could translate into bookings. Better attractions and visitor services could support longer stays, but an individual property still needs evidence of demand, competitive room rates and workable operating costs.
For a buyer comparing sites, separate the destination’s overall prospects from the performance of a particular location. A property can sit within a growing tourism market yet remain poorly connected to the places visitors actually use.
The next evidence to watch is concrete: funded project announcements, delivery dates, operating partnerships and published visitor data. Hotel feasibility should be tested against current trading conditions as well as a more optimistic tourism scenario.
The plan gives businesses a policy direction to follow. Whether it produces stronger commercial results will become clearer through implementation.
